Déclaration de soutien pour protéger les eaux profondes des pêches destructrices

Nous, les soussignés, représentons les préoccupations du grand public et regroupons des pêcheurs artisans, des organisations actives dans les domaines du développement et de l’environnement ainsi que d’autres parties prenantes. Nous partageons un intérêt commun pour la restauration des populations de poissons d’eau profonde en Europe et la garantie d’une protection durable des écosystèmes d’eau profonde.

À cet effet, nous soutenons l’élimination des pratiques de pêche destructrices, ce qui permet de prévenir les impacts négatifs infligés aux écosystèmes d’eau profonde, ainsi que l’obligation de réaliser des études d’impact pour la totalité des pêcheries d’eau profonde.

L’Union européenne (UE) possède l’une des flottes de pêche profonde les plus importantes au monde. Il est déjà amplement prouvé que le chalutage de fond a considérablement endommagé les écosystèmes d’eau profonde, y compris les récifs coralliens, les champs d’éponge et les monts sous-marins, et entraîné de graves déclins des populations de poissons profonds.

Nous encourageons vivement les décideurs de l’Union européenne à jouer un rôle fort et constructif pour la protection des écosystèmes d’eau profonde, dans les eaux d’Europe et d’ailleurs.

Nous souhaitons voir les décideurs politiques de l’Union européenne adopter un mandat clair pour une gestion durable des ressources en eau profonde. À ce jour, la législation adoptée par les États membres de l’UE est insuffisante pour protéger les écosystèmes marins vulnérables d’eau profonde contre les impacts négatifs des engins de pêche destructeurs, au premier rang desquels le chalutage de fond déployé en profondeur.

Malgré l’introduction du régime d’accès aux pêcheries des stocks d’eau profonde en 2002, destiné à freiner la surpêche dans les zones profondes, les populations de poissons profonds ont été gravement appauvries dans l’Atlantique Nord-Est et la capture de la majorité des espèces n’est toujours pas réglementée.

Nous nous réjouissons de la proposition de la Commission européenne visant à réformer le régime d’accès aux pêcheries des stocks d’eau profonde – notamment la disposition qui exige une élimination progressive du chalutage de fond et de la pêche au filet maillant de fond pour les espèces d’eau profonde en l’espace de deux ans1.

Cette proposition intègre à juste titre les engagements de protection des eaux profondes que l’Union européenne a pris au cours des dix dernières années dans le cadre de l’Assemblée générale des Nations Unies2 et du Sommet de la Terre de Rio+20 de juin 2012.

Nous demandons instamment au Conseil de l’Union européenne et aux députés européens de respecter ces engagements en soutenant la proposition de la Commission et en assurant une réforme ambitieuse du régime de gestion des pêcheries d’eau profonde.

Nous soutenons également la proposition actuelle qui autorise les pêcheurs artisans ciblant les espèces d’eau profonde à l’aide de méthodes et d’engins de pêche sélectifs à poursuivre leurs activités de pêche de manière durable et rentable à des niveaux qui ne dépassent pas les recommandations scientifiques.

Les pêcheurs artisans contribuent fortement au maillage social, économique et culturel des communautés côtières, notamment dans certaines régions ultrapériphériques d’Europe qui dépendent des pêcheries profondes.

Nous demandons aux décideurs politiques de l’Union européenne de transformer le règlement de gestion de la pêche profonde en visant à :

  1. Mettre fin aux pratiques de pêche destructrices par une élimination progressive et obligatoire du chalutage de fond et de la pêche au filet maillant de fond pour les espèces d’eau profonde en l’espace de deux ans ;
  2. Exiger des études d’impact préalable pour toutes les pêcheries d’eau profonde ;
  3. Garantir que la pêche soit uniquement autorisée si les captures, y compris les prises accessoires, peuvent être limitées à des niveaux durables sur la base d’une connaissance scientifique claire des espèces impactées, et en s’assurant que les pêcheries d’eau profonde soient gérées de sorte à minimiser ou éviter la capture d’espèces vulnérables, menacées ou en danger d’extinction ;
  4. Garantir que l’ensemble des pêcheries d’eau profonde soient gérées de façon à prévenir les impacts négatifs sur les écosystèmes vulnérables d’eau profonde tels que les coraux, les éponges et les monts sous-marins.
